The Chair will state that. in the opinion of the present occupant of the chair. the amendment Is in order. There is not a uniformity of decisions on this question. In times past it has been held that an amendment of this character must be germane to the section. and at other times It has been held that it is In order if it be germane to any portion of the bill. Under the circumstances which exist. because of the adoption of the rule by the House under which this bill is being considered in the Committee of the WholeThe amendment was held to be in order. Now. following that precedent. submitted to the Chair. that the amendment covers exactly the subject of discriminations that is provided for in that part which is moved to be stricken out. just exactly as was done in the creation of the Immigration Commission. the point of order was raised that it was not germane. just as it is raised now. and the Chair decided then that it was in order to create the commission for an investigation in that way. just exactly as it is submitted that it is in order to make this invesigation now concerning the subject of discrimination as a part of the section relating to discriminations and as a part of the bill to regulate commerce.
