That is the substance of the amendment. As to precedents for the germaneness of it. I refer the Chair to theproceedings of the Fifty-. ninth Congress. first session. page 9160. when there was before the House a bill to regulate immigration. with which the Chairman is familiar. Mr. Grosvenor. of Ohio. offered the following amendment: Strike out section 38 and Insert in lieu thereof the following: "And there is created a commission that is provided by this section. Said commission shall make fall inquiry. examination. and investigation Into the subject of immigration." The section that was stricken out related to immigration. just as the section I move to strike out relates to the subject of discrimination. That said commission shall report to Congress the conclusion reached by it and make such recommendationAnd so forth. The amendment that I offer follows exactly the proposition contained in the amendment offered by the gentleman from Ohio.
