Mr. Speaker. I want to say that the gentleman from New York has correctly stated the proposition. except in this: He should have added that those in favor of the Immigration Commission completing its work at all ought then to vote down the motion to recede. and concur in the Senate amendment. because the House amendment requires the work to be completed by May 1. which can not be done. as it requires the work to be completed with an expenditure of $65.000 by May 1. 1910. which can not be done. The Senate provision fixes the time December 1. and allows the money which after a careful investigation is found to be needed to complete the work. As I have said. the time is December 1. and the amount is $125.000 which is required for that purpose.
