In my answer to the gentleman from Illinois I think I have stated the position that I will state over again to the gentleman from Kentucky. We in the large cities. and the country as a whole. are interested in having people entitled to naturalization naturalized. The Fiftyninth Congress passed a bill containing what it presumed was a permanent. indefinite appropriation. Under this language we know we can go on naturalizing. We are proposing now to have a fund. and then will see if it can be done in some other way in the future. We know It can be done In this way.
