I want to answer the question and state frankly to the House the reason for this language. When it was discovered that the language we proposed to strike out was inoperative--and we all know there is no appeal from the decision of the Comptroller of the Treasurywe went frankly to him and asked him to draft language which would meet the exact case. and the Comptroller of the Timeasury did. Now. he is the man that has to pass upon the sufficiency of the language. There is no appeal from him. The language suits him. and under it we can get people in the large cities naturalized.
