When the police or the house owners discovered the nature of the business being carried on. and evicted them. they removed to other similar houses in other sections of the city. and so their corrupt practices were carried from one section to another. It is impossible for the police to prevent these.people from coming into the country. This. however. is amply provided for. not alone in this bill. but in section 3 of the immigration law. Once here It is very difficult for the police to locate them. Their plans are so cunningly devised that they have been able in many instances to conceal the nature of their business for a long time. and when finally driven from the city It was simply to fasten themselves upon other communities. thus spreading the evil as a plague. I think the bill under consideration will produce salutary results. as it providesfor the laying of the heavy hand of the Government on this objectionable class upon arrival. and pro.vides for their depoitation and more adequate punishment if they should pass inspection and begin the vicious mode of life within three years. providing as it does for the deportation of the victims. and the imprisonment of those who aid them. and It prevents the purchase of transportation by railroads or steamboats from State to State. Mr. Speaker.
