We all know it does not. lest we should have a superabundant Treasury. and there is no surplus of the Treasury. but. on the contrary. there is a deficit. I want to speak for a moment upon the necessity of raising revenue. and I want to show. as I think I can. that the attempt to raise revenue sufficient for the Government by this bill is a failure. You will be compelled to adopt such a measure as that proposed by time junior Senator from Texas . an income tax. anod probalbly you will have to call in the amendmenit offered by the distinguished Senator from North Carolina . a head tax upon immigrants. You will have to do something besides what there is in this bill. There will be tax enough put in the bill. but it will not go to the Government.
