I believe under that treaty we have reserved to the respective States the power to make police regulations. to regulate the schools and the public health. I have on my desk before me the message of the President of the United States sent to Congress in 1906. which. perhaps. may answer the question of the Senator from South Carolina as to citizenship. The President says: I recommend to the Congress that an act be passed specifically providing for the naturalization of Tapanese who come here intending to become American citizens. One of the great embarrassments attending the performance of our International obligations is the fact that the statutes of the United States are entirely inadequate. They fail to give to the National Government sufficiently amply power. through United States courts and by the use of the army and navy. to protect aliens in the rights secured to them under solemn treaties whlch are the law of the land.
