At .the special session of the Fiftyfifth Congress. after the Senate had passed the bill introduced by Senator BACON. of Georgia. to increase the duty on manganese ore from 40 cents to $1 per ton for the protection of American producers and American labor. the wage being four times greater paid than the extraordinary cheap pauper labor in Russia.
