Mr. Speaker. I understand the gentleman from California states that the object of this proposed law or of the amendment of the law is to harmonize and unify the decisions on naturalization throughout the United States. It seems to me wrong that the poor man applying for citizenship in the United States should be compelled to bear a large part of the cost of so settling and unifying the law. If it is proposed to amend the present law so as to unify and harmonize the decisions. some provision ought to be made for defraying the expense of that work and not throw it on the shoulders of the poor applicant.
