I refer to the viceconsular evil. Today the viceconsul belongs to either one of two classes: (1) A clerk in the office who is probably not good enough to be a consul. or (2) a merchant in the place where he is serving. In the latter event he is usually a native of the country where we. employ him or a naturalized American citizen who has returned to the country of his birth to stay for good. He has secured appointment as viceconsul usually for the social prestige it gives him and works without salary. Under this system he can hardly be expected to serve our country as faithfully oir efficiently as an American citizen. and too often he uses his position to discover American trade secrets and use them for his own benefit or that of his own fellowcountrymen.
