When this bill came before the House first I reserved the right to object. because it seemed to me that the bill ought to have been referred to the Committee on Public Buildings and Grounds. When my recollection is refreshed. I remember at the last session of Congress I objected. whether in the House or out. for quite a while. to three bills for the construction of immigrant stations at three of the southern points. for the same reason. Those bills were passed and. I suppose. create a precedent to that effect. As a matter of fact. this bill ought to have been referred to the Committee on Appropriations. because it makes a direct appropriation of the $250.000.
