Mr. Chairman. the question of the reference of this bill to the Committee on Immigration seems not now relevant. though I think it is due to the Committee on Public Buildings and Grounds and myself to state that this bill should have been referred to that committee. I own that if it had been so referred it would not have been reported until the general omnibus public building bill would be reported to the House. which may be very late in the session. or not at all. There is another reason which prompts me not to object. and that is because the money to be expended on this building is to come from the immigrants fund. which fund is specially devoted to the care of immigrants. and this building is to be erected for that very purpose. I want to suggest. however. to the gentleman from Pennsylvania [Mr. MooRE] that this building should be erected under the supervision of the Supervising Arclitect.
