President. tlht is the correlative of the ordinary provision of the homestead law. that after five years the settler may apply for a patent. but I want to (call the Senators attention to the fact that that law provides that these things may be done subject to the rules and regulations of the Department. and I am speaking with those rules nndregulations in my mind. I ati reading them into the law. The Senator will find that that law is of no practical value to the immigrant at all. It may ie to a1 class of welltodo settlers. if they find suitable land and they think they (an afford to incur the expense necessary to be incurred in order to avail thetaselves of it. but to the people who go in the whitecovered wagonsand we see trains and trains of themi in our cotntry yet. passing through our roads and our citiesto them it has no value whatever. It is a discriminatory law vy virtue of its terms.
