Whereas 60 pet cent of the lands of Wyoming are unoccupied excent for ilie grazing of live stock: and Whereas conditions in Wyoming were never more prosperous than at present. and It should be our aim 1o maintain same .and Whereas tihe relations between the various livestock interests were never iliore peaceful and satisfactory than nov and inder preseit methods of conducting the livestock industry. necessitating. as it does. winter feeding. the irrigable lands are being reclaimed and made to produce their full capacity of bay and small grains. thereby offering inducements to settlers and dry farmers and creating a home market for the fruits of their labors which will grow rapidly under a continnal ion of these conditions. thereby almost doubling the stockcarryingcapacity of the arid ranges. and thus increasing to a marked degree the taxable wealth of ile State. ant Whereas tlie influx of home builders. homesteaders. and settlers inder our irrigation system was never greater or as steady as at present and the prospect for ibo future was never brighter in our young Commonweallh. the Government is constructing two great irrigation systems in this State and soon the farmer and )ioie builder will be invited to coiie in large numbers and settle the lands inder these enterprises and Whereas experinients in dry farming have proved conclusively that a large l)ercenliige of arid lands heretofore regarded as lit only for the limiled grazing of live stock can be reclaimed by the dryfarming methods and made to produce bountiful crops of hay and grains commen to this climate. and efforts are now being made to settle these lands by this plan. which has already proved successful: Therefore. be it Rr.solrcd bn the hoise of representatives of the ninth lictislaturc of the State of llimaoing. tie senate concurriga.
