The bill as it passed the House was to the same effect. That went into tile conferonce. and when the conference report is brought it assumes to amend the act of 1882. entitled "An let to regulate the carriage of passengers by sea." altogether an independent piece of legislation. While. of course. immigrants come by sea the act which is thus sought to 11e amended is not one which relates to immigration. The act is found in chapter374. on page _186. of the Statutes. in the third volume. Fortyseventh Congress. 18811883. and is entitled "An act to regulate the carriage of passengers by sea." This bill. on page 32 of the pamphlet before us. makes :all amendment to the extent of a page of- that act.
