That is what the Pacific coast wants. if I understand the condition. and they would prefer to wait until they can convince the Iulaice of the country. as they did in regard to the Chinese. tit this legislation is necessary in order to maintain our eivilization on the coast. If they can not convince them. then. of course. this legishtion will fail.
