It would not preclude their coming there voluntarily.but it would shut the door to all practicable hope of getting them there. The tide of immigration is elsewhere. It has been elsewhere for half a century. There are conditions in the South which are repellent to immigrants. There are conditions there which are not understood in foreign countries. There are conditions there which have been misrepresented in foreign countries. and those conditions are such that it is necessary that there shall be means used to get immigrants there. Mr. President. just to illustrate the difference. take the great States that I have spoken of.
