If contract labor can properly be defined in so liberal a style as that. of course there are different kinds of contract labor. then. But I say that the legitimate construction of the term "contract labor " is labor which has been contracted with. and the broadening of the definition does not change conditions at all. I contend that there can be no reasonable objectionnot the objections which can be made at least to contract labor in its proper significationto the procuring of a good class of immnigrants coming to a country simply by makijig them acquainted with the character of the country to which they are invited. the character of the employment which can be had by those who are desirable. and the amount which they can secure in such employment if they make any arrangements for it. In other words. when they are allowed to be practically free when they come to take such labor or not as they please.
