I desire to ask the Senator from Vermont in reference to the provision on page 5. regarding the petition to be filed. The alien is required to state. among other things. that he is not " a polygamist or believer in polygamy." I wish to ask the Senator whether it was the intention by that to provide that a person who entertains a mere belief in polygamy may be excluded from naturalization. or whether it was intended to apply to one who is violating the law and who believes in the practice of polygamy as distinguished from the mere abstract belief?
