If my amendment is adopted. it simply makes it necessary for an alien to be able to either read and write his own or the English language and be able to speak and understand the English language. This certainly is not a severe test for citizenship. I do not believe there is to exceed 2 per cent of the aliens who are from those countries from which desirable immigrants come. and those that make desirable citizens. that can not easily fulfill this requirement. It is the illiterate. riotprecipitating class that should be excluded from citizenship under any and all circumstances. If my amendment is written into law it will not deny citizenship to the great mass of aliens. such as the German. the Frenchman. the Swede. the Norwegian. or the Irishman.
