Chairman. I have presented my amend. ment as a sort of compromise. and it seems to me that it meets the exigencies of the case and will solve the difficulties that are before us. The bill as it now stands makes it necessary for the alien to be able to write his own tongue and the English language. and to be able to read and understand the English language before he can become naturalized. The amendment of my colleague from Nebraska makes it necessary for the alien to be able to speak the English language only before he can become naturalized. The amendment offered by the gentleman from Illinois [Mr. WHA"TONI] makes it necessary for the alien to be able to read and write his own language or the English language before he can become naturalized. and nothing more. My amendment goes further than the amendment offered by the gentleman from Illinois.
