Mr. Chairman. the amendment just read from the desk removes from the bill practically all of the educational tests. No man has a higher appreciation of the privileges of American citizenship than I have. and nb man has a stronger desire to dignify American citizenship. I believe that any policy which would permit any large body of men to live in the United States and not be eligible to American citizenship iswrong. The tests to apply to this proposition are those which tend to common ends and common interests. and if we require immigrants coming to this country to speak the English language after they have lived here for five years. that is not an unreasonable requirement.
