The amendment offered by the gentleman from Nebraska . in my opinion. goes a little too far in one direction. and in another direction it does not seem to me to go far enough. in providing that a man shall be able to speak English. Now. a man may be able to speak English. and yet may not be able to read. write. or understand it. That would hardly be a qualification which would fit him for naturalization or citizenship. if we are going to pass any restrictions at all. but. on the other hand. there may be many people. and undoubtedly there are many Members of Congress who have in their districts colonies of people who have come here and settled and wh6 make some of the best citizens in this country. For instance. a colony of French. Swiss.
