President. I feel a good deal of diffidence in undertaking to make the least criticism of this bill. because it is a matter to which I have not given very careful attention. But it does seem to me that we would better not pile up fines and penalties that are not reasonable. even if they are aimed at foreign steamship companies which are bringing to this country immigrants such as they ought not to bring. I may be wrong in the view I take upon a casual reading of sections 8 and 9. but it strikes me they are somewhat inconsistent. Section 8 provides: SEc. S. That any person. including the master. agent. owner. or consignee of any vessel. who shall bring Into or land in the United States. by vessel or otherwise. or who shall attempt. by himself or through another. to bring into or land in the United States. by vessel or otherwise. any alien not duly admitted by an Immigrant Inspector. or not lawfully entitled to enter the United States. shall be deemed guilty of a misdemeanor. and shall. on conviction. be punished by a fine of not less than one hundred nor more than one thousand dollars for each and every alien so landed or attempted to be landed. or by imprisonment for a term not less than three months nor more than two years. or by both such fine and Imprisonment. There is a very severe penalty. very likely a very proper penalty. We come to section 9.
