I do not want to be too critical. but there is an inconsistency between the Senators proposition and the proposition that is already incorporated in the bill as a new feature. which the Senator from Vermont . the chairman of the committee. has explained. That inconsistency is this: It is provided in that new feature that the taking of money from the. immigrant to pay his passage back. or the taking of security. or in any way providing for any fund that the immigrant shall come and return on is prohibited. That provision has already been agreed to. The Senator from South Carolina has a more drastic and more largely penal provision. which recognizes that the steamship companies will do what they are prohibited from doing by the provision referred to.
