Why do you designate two attacks? Insanity. I understand. is hereditary. and if a person has had one attack of insanity. it seems to me it oughtto be sufficient to exclude him from coming into this country. Such a person is certainly not a desirable immigrant. and the statistics show that in the State of California. which I have the honor in part to represent. over 65 per.cent of those in the insane asylums are of foreign birth. It strikes me very forcibly that we ought not to permit anyone to enter this coutry who has the misfortune to have insanity in the family.
