Where a fine should be imposed for bringing them in. This section of the law should not be confounded with those governing the admission or rejection of aliens. It is intended simply to prevent steamship companies from allowing certain classes of intended immigrants to embark .from the United States from foreign ports. and this provision in no. way conflicts with section 2 or any other section intended to prevent the landing of undesirable aliens in the United States. The section as amended enumerates certain excluded classes whom the committee believe should not be allowed to leave foreign ports upon the hopeless quest of gaining entrance to this country.
