I think not. I think that in many cases he will require additional clerical force. So far as the State courts are concerned we can not compel the State courts to exercise jurisdiction in naturalization. They may or tiley may not. just as they see fit. But if they do. they must do it in accordance with the provisions of our law. But we have no control over the State courts. so that we could not compel them to exercise jurisdiction in these cases. and if we put on the clerks additional labor in our State courts. and additional expenses. we must provide for that additional expense.
