We think when you come to consider the entire provisions of the bill and know what is required to be done by the clerk that you will agree with us that the amount asked the alien is not unreasonable. He is not required. to pay it all at one time. The first dollar is paid when he makes the declaration of intention. He is not required to make any additional expense until he files his petition. which he may do not less than two years nor more than five years after the declaration of intention. Then he will pay $5. When he gets his certificate of naturalizationand only in case he gets a certificatehe will pay the additional $5.
