Not only that. but we have gone further. In the exercise of the functions of Government we have created tribunals. We have clothed those tribunals with power to determine those acts necessary to be determined in administering the affairs of the Government. notably when we clothed the PostmasterGeneral with the power to close the mails against the citizens of this country. notably when we clothed the immigration office in final appeal to the Department of Commerce and Labor with power to close the ports of this country against those who sought our shores if perforce it was claimed that they came within the exclusion clause of the Chinese act. You may search those laws in vain to find there the suggestion that in the law providing for the administration of the functions of government there should be incorporated a revision of the code of judicial procedure. Those laws operate as a finality. so far as the Government goss. but beyond that those upon whom those laws operate have the same right to appeal to a court of equity which any citizen of this country has.
