There has been an effort to get some of them. but none of them will stir from his present condition. Of course. under the present provision as reported from the committee. if they want to go they can go. The provision only applies to alien labor. but if "alien" should be stricken outand some other Senator may propose thatthen you can not get the colored man at the North or at the South to stir an inch from his place in the direction of Panama. But the provision which the Senator has moved to strike out only applies to alien labor. It does not prevent colored laborers and colored mechanics from going down there. it does not apply to a single person in the United States.
