Mr. President. the purpose of the paragraph I have moved to strike out is to allow the employment and the service of all laborers and mechanics who are aliens in the construction of the isthimian canal within the Canal Zone without any limitation whatsoever as to the hours of labor. If we were entirely indifferent to the physical wellbeing of the tells of thousands of alien laborers who are likely to be employed in the construction of the isthmian canal. we ought not to be unmindful of the welfare of American laborers and mechanics. This provision. Mr. President. will allow either the United States or contractors for the whole or any part of the isthmian canal to require ten. twelve. or even longer hours of labor from those who may be put upon the actual construction of the work.
