We could then build wooden ships much cheaper than they could be built in Europe. But a system has grown up of manning foreign ships which perhaps wo can not adopt. I do not know that I want to see it adopted. An English ship domes into our harbor. perhaps at San Francisco. with a few Englishmen in it and the rest Asiatics. hired at a price way below that for which any Americal would ship. There may be some obstacles in the way of building ships here. If we conclude there is. then the only thing for us to do is to determine. first. whether we can build ships without giving a bounty.
