We have to withdraw temporarily. under existing laws. certain sections of land that are to be applied to the reclamation service. I was asked by one Senator as to how much of the country I would consent to have within forest reserves. I would not withdraw one acre of the country from the right of settlement on the part of the immigrant. the man who is seeking a home. If he wanted to live on the top of Stevens Peak. I would allow him to exercise his right to do so nlnd occupy the land of his choice. and I would allow this settlement to creep gradually from the valleys up these mountains.
