There has recently been made between the Ctnard Steamship Company and the Government of Hungary a contract or agreement to the effect that if the Cunard Company will run a line of steamships from Flume. a port of Hungary. that the Hungarian Goverment will see that they have 30.000 immigrants a year. If that number does not apply for passage or is not furnished. then the Government agrees to make payment to the company. as I understand. It seems to me. Mr. President. that it its absolutely against public policy to allow any government to make contracts of that character with transporCtation companies for sending immigrants here. Tie Hmgarian Government say that they do not desire their people to emigrate. but if they are going to emigrate the wishrthem to emigrate from their own ports and nder their own control. which will result. of course. as anyone can see. in that Goverhment sending us only the most undesirable portion of their population. This clause is embodied in the immigration bill which has been reported by the Committee on Immigration. The subject has been carefully considered by that committee. but the bill contains a nmber of other provisions. and it is not at all probable that it can be passed at this session. This provision has had the careful consideration of the Committee on Immigration. and the agreement as to the necessity for it was unanimous.
