That sections 2 and 3 of said act. approved April 29.1902. are hereby aniended by striking out the words "Secretary of the Treasury" whenever they occur therein and inserting in lieu thereof the words "Secretary of Commerce and Labor." and all power and authority heretofore conferred by the laws relating to the admission and exclusion of persons of Chinese descent upon the Secretary of the Treasury shall hereafter be possessed and exercised by the Secretary of Commerce and Labor. That the CommissionerGeneral of Immigration. with the approval of the Secretary of Commerce and Labor. may. in special cases where he is of opinion that such action is just and right and not contrary to the public welfare. relieve. under conditions to be determined by him. from the op)eration of the laws relating to the exclusion or expulsion of persons of Chinese descent. any person who came into the United Slates prior to December 8. 1898. or who has iendered the Government meritorious services.
