President. this whole controversy can be readily settled. There is not only grave doubt about the situation in the minds of all whohave given it consideration. but there is absolute certainty in the minds of those most deeply interested that the result I have suggested is to come on the 7th of December next. If a bill is enacted that merely strikes out from the law of 1902 the words "so far as the same are not inconsistent with treaty obligations." then all laws now in force restricting or prohibiting Chinese immigration under .the act of 1892 continue unimpaired. This may be accomplished by a separate act. or. if there is not time for thatand there is no disposition upon the part of anybody to prolong the present sessiona proper amendment can be added to the sundry civil appropriation bill when the clause that provides funds for carrying into effect the exclusion laws is reached.
