President. that in view of the denunciation of this treaty last January the President of the United States should have called the attention of Congress to it. It is a very grave matter to permit the existence of our code of Chineseexclusion laws to continue in doubt and uncertainty. Those who are interested in Chinese exclusion. those whose condition in life and future welfare depend upon keeping up the bars against Chinese immigration. have no question but that all such laws will end in 1904.
