Panama is the point of distribution and collection of all passengers and freight of the Pacific coast dustned aross the Isthmus. It is the key to the quarantine situation of the wvest coast. and if it was not a focus of infection itself. many epidemics on the Atlantic side could be averted by propsr quarantine regulations.
