I suppose there never has been a more painful and careful performance of duty than the Committee on Immigration performed in the consideration of this bill. It is a billwhich it seems to me has been framed with admirable skill. The committee thought up to this moment that the protection- of the 10.000.000 people from these atrocities was necessary and put it in a bill to bring it to pass.
