I desire to say to the Senator from Massachusetts that there is one amendment of the committee which has gone into the bill that ought to be taken out. That is the amendment which provides that if immigrants coming to this country should within two years after they come here become insane. the burden shall be upon such insane persons to prove that they did not inherit their insanity. There is another feature of the bill to whi.ch I desire to call the attention of the Senate. and that is the provision which fixes the per capita tax at $3. The report of the Committee on Immigration clearly shows that it will not cost more than onehalf that amount to administer the law. There is another amendment. to which I shall not now call attention. but I do not believe we can dispose of the bill in an hour or two hours. If we had three or four hours to discuss it. we probably could dispose of it and pass it. but it would be manifestly unjust to some of us who do not believe the bill ought to pass in its present shape to take it up and discuss it simply for an hour and then put it on its passage.
