I should like to understand. if I may. what the effect of this bill is as to the exclusion of aliens. It has been very much amended. so much so that I am in doubt as to what its effect will be. If I understand the bill. it now proposes to exclude from the United States only alien immigrants and that all other persons who are not immigrants can come into the United States freely without the payment of the head tax. I do not think that will exclude a great many from the United States if the language is construed according to its meaning. It was stated here yesterday in debate. I see. thatan immigrant is a person who comes from a foreign country with the intention to settle in this country.
