Very well. I think it should not be collected on the wife or minor children of such an alien. The provision in section 3 is that such alien lawfully admitted heremay bring into the United States to join him as members of his family his wife. his children under 18 years of age. and his parents or grandparents over 50 years of age. if they are otherwise admissible. whether they are so able to read or not. My proposition is that under our naturalization laws a person who has in good faith declared his intention to become a citizen has a right to have his wife and minor children become citizens. too. and that the tax should not be imposed on them.
