I want to make an inquiry of the chairman of the committee or some member of the committee touching the necessity for increasing the amount from $1.50 to $3. I want. furthermore. to ask. who is to pay this $3? I think under existing law the steamship companies are to pay it. Whilst I should judge from a casual reading of the first page of this bill that if this amount is increased and the bill is enacted into law as it stands. the railroads transporting passengers across the Canadian border. for instance. will have to pay $3 for each immigrant that they transport. I would ask the chairman if that is correct?
