Mr. President. as to the amendment which has just been proposed. there is one clause in it which we have no right to enact. and that is the clause which authorizes the Commissioner of Immigration to modify or change or repeal that provision. The Congress can not delegate to anybody the right to change its laws in any way. Now. we do delegate to various officers. principally Cabinet officers. the right to make rules and regulations to carry into effect the laws which we enact. but this amendment expressly authorizes the Commissioner to suspend it.
