I was present at the last meeting of the committee at which the bill was finally revised. There were five or six members of the committee present. When that final revision was ended there was not a word in the bill upon the subject of excluding Chinese from attending expositions. I learned it in a way which makes it no secret that the Secretary of the Treasurywhy I do not knowvaddressed a letter to the CommissionerGeneral of Immigration. including in it the provision that was printed in the bill and requesting that it be inserted. I have understood that the Secretary of the Treasury has been an opponent of Chinese exclusion. and it has been a mystery to me. that I have not yet been able to solve. why. on his official or personal responsibility. lie should have made such an extraordinary request.
