It is unjust. it is harsh. it is violative of the treaty. it is inhuman. I am in favor of excluding those who would make a population that could not mix with our own. but for the purposes for which the exempted classes come here why should we want to exclude them? Now. there is a provision in the old treaty that even the coolies are entitled to transit through the country. and I am not certain but what there is one clause of the report of the majority of the committee. or of the bill reported by the majority of the committee. that ought to be amended. They are entitled to transportation across the country but not to occupancy. Now.
