It was isolated from the East. It had what they call their tule or swamp lands. and by this very report of Senator Morton the Chinese are stated to have been greatly instrumental in reclaiming these lands. and they were the actual laborers who built the railroads that connected California with the East. They stand. therefore. in that attitude. that though unsuited for citizens we all agree. and the majority of the committee have reported the bill to exclude the coolies. but we say that all the persons that are embraced in what are called the exempt classes ought to be allowed access to this country whenever and wherever they wish. Now. my honorable friend from Missouri said that the Chinese who came to this country soon became teachers. that the Chinese were very thrifty. that they were exceedingly desirous of bettering their condition. In that respect they do not differ from the AngloSaxon race. .
