I would like to bring to the attention of the gentleman this provision. contained in the treaty of 1894: It is. however. understood that the stipulations contained in this and the preceding article do not in any way affect the laws. ordinances. and regulations with regard to trade. the immigration of laborers. police. and public security which are in force or which may be hereafter enacted in either of the two countries. Now. Mr. Speaker. this provision permits us to adopt legislation similar to this for the protection of the American laborer against the Japanese who are coming into the country both as contract laborers and as free laborers.
